PolicyCLOUD offers a single integrated environment that addresses the entire policy management lifecycle: modeling, monitoring, enforcement, simulation, analysis and compliance. The environment will utilize the capabilities offered by the European Cloud Initiative, with an emphasis on data analytics to facilitate evidence-based policy making. PolicyCLOUD introduces a pioneering approach to the development of policy “collections” to exploit collective knowledge towards policy co-creation and cross-sector optimization. Multimodal policy co-creation will follow an innovative modeling process for the structural representation of schema-based policies. The PolicyCLOUD environment integrates a methodology that allows using cloud environments and data for policy making considering sociological, cultural, political, legal and economic properties. The PolicyCLOUD environment will integrate a set of reusable models and tools, ranging from behavioral analysis and social dynamics, to situational knowledge acquisition, sentiment analysis and opinion mining, complemented by tools for data aggregation, linking and cleansing. Citizen participation will be ensured by leveraging incentive management techniques and a laboratory approach proposed by PolicyCLOUD. A toolset that enables the specification of declarative transferable and reusable analytical tasks, their integration into policy management as well as an adaptable visualization environment, will realize PolicyCLOUD’s vision of openness and extensibility. Aiming for high impact, PolicyCLOUD offers a data marketplace that enables the creation of an entire ecosystem of stakeholders who contribute, produce, process and use policy-related data. The reusable models and tools as well as the marketplace provide the basis for the proposed dual business plan, which has been compiled by the consortium to ensure the long-term sustainability and adoption of PolicyCLOUD results.
