to generate  \ndata interoperability between public sector and adoption websites  \nof technical standards in the field of information society, and in the  \nparticularly those related to interoperability, it is considered \nnecessary that all institutional information and information related to the \nautonomous administration existing on the web, can be compiled for \nto be offered from a single point, regardless of the domain, \nstructure, or possibilities of the different current portals.\n\nBased on this approach, and on the competence of the opening of the  \ndata in the Government of Aragon, during 2017, from the General Directorate\n  of e-Government and the Information Society, it is  \nthe Instituto Tecnol\u00f3gico de Arag\u00f3n to study the feasibility of the  \nretrieve all the institutional information offered on the website  \n  applying web crawling, spidering, or spidering techniques on the  \nexisting domains of the Government of Aragon, so that it could be \nexploited, analyzed and reused, and serve to third parties (other institutional websites \n, media, developers, or citizens) \nin a structured and controlled way, being Aragon Open Data the point of\n access for this purpose.\n\nLikewise, the information obtained was intended to be used to be able to \nverify, and if necessary enrich, through real and practical cases, the\n operation of the Interoperable Information Schema of Aragon \n(EI2A) and the ontology <a href=\"http:\/\/opendata.aragon.es\/def\/ei2a\/index.htm\">http:\/\/opendata.aragon.es\/def\/ei2a\/index.htm.<\/a>\n\nIn view of the results obtained, the feasibility \nof the proposed prototype has been observed and new aspects have been detected in which it is\n necessary to continue exploring. Therefore, it is intended, on the one hand, to put \nthe prototyped system into operation and, on the other hand, to analyze new \npossibilities.  To this end, it is necessary to incorporate the  \nprototype to a production system implemented in the infrastructures of  \nAragonesa de Servicios Telem\u00e1ticos (AST), to develop on the aforementioned  \nprototype system with language recognition services  \n(and other cognitive services) with the challenge of understanding natural  \nquestions asked by a user and know what to answer,  \nresearching new services in the line of extracting knowledge from the  \nunstructured information that the Government of Aragon has available, and  \ncontinue to expand and evolve the Information Schema  \nInteroperable Aragon (EI2A) with the definition of new concepts and  \nrelationships based on the information processed as a consequence of  \nthe actions indicated\n\nThe work proposed follows in part the lines developed in the \nOrder IIU\/776\/2017, of May 25, which entrusts the <em>Technological Institute of Aragon (ITAINNOVA)<\/em>\n the execution in 2017 of activities related to the opening of data \nof the Government of Aragon, being in that case complementary to this one, at the \ntime exploring new lines. Their execution requires a highly specialized knowledge \nin the field of <strong>Artificial Intelligence, cognitive systems<\/strong> and <strong>semantic ontologies<\/strong>. \n\n \n<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-entidades-nbsp-a-la-que-se-encomienda-la-realizacion-de-las-tareas\">Entities entrusted with the performance of tasks<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"http:\/\/www.itainnova.es\">Aragon Institute of Technology (ITAINNOVA)<\/a>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-resultados-del-proyecto\">Project results<\/h2>\n\n\n\n<p>\nITAINNOVA&#8217;s actions are focused on:\n<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Coordination<\/strong>, <strong>management<\/strong>, <strong>planning<\/strong> <strong>and direction<\/strong>\n of the work of the assignment throughout its \ndevelopment, to ensure that the execution and delivery of results \nare carried out in the pre-established time and within the agreed budgets \n, to ensure the quality of the work and documentation \ndelivered and to coordinate the cooperation between the team members.<\/li>\n\n\n\n<li>Preparation of an<strong> analysis report<\/strong> on the \npossible information capture services to improve and develop \nfor the extraction of unstructured information from the Government of \nArag\u00f3n.<\/li>\n\n\n\n<li>Preparation of a <strong>general design report of the system architecture<\/strong> to support the selected experimental capture prototypes.<\/li>\n\n\n\n<li><strong>Development of prototypes and proofs of concept of information capture services<\/strong>,\n according to the analysis report and the design of the architecture of the \nsystem to be developed to cover the selected information capture services \n. The development is responsible for the <strong>improvement\/development of information capture algorithms<\/strong> to extract unstructured information, the <strong>improvement\/development of textural information processing workflows<\/strong>\n captured (categorization, application of data mining techniques and\n text treatments for the extraction of concepts through \nArtificial Intelligence techniques, storage of the information at \nthrough Big Data technologies\/databases) and the <strong>development of semantic tools<\/strong> that allow the exploitation of the captured information. <\/li>\n\n\n\n<li><strong>Technical support to the General Directorate of Electronic Administration and Information Society<\/strong> in its projects related to the integration of information capture services and semantic tools.<\/li>\n\n\n\n<li><strong>Development of a cognitive model of analysis and comprehension of questions, <\/strong>at\n as a prototype with natural language recognition services \n(and other cognitive services), which allows to understand through natural language\n a question asked and generate an appropriate answer to \ncontext, content of the knowledge base generated and based on the \nInteroperable Information Scheme of Aragon (EI2A).<\/li>\n\n\n\n<li><strong>Integration of the cognitive model <\/strong>within the \narchitecture deployed in the project, allowing the web service \nto understand the questions and make the Open \nData project more powerful.<\/li>\n\n\n\n<li><strong>Adaptation and improvement of the semantic model Interoperable Information Schema of Aragon (EI2A)<\/strong>\n to homogeneously structure the basic data collected at \nthrough the selected capture services, and to define relationships \nbetween them and properties in order to standardize information, \nautomate its access and reuse it.<\/li>\n\n\n\n<li><strong>Elaboration of the technical catalog of standards used in the EI2A<\/strong>\n so that its use has an impact on the improvement of the capacity of the Government of \nAragon to cooperate with other Administrations and with the citizens, \nfacilitating the exercise of the right of access to public information and\n the socioeconomic development of Aragon.<\/li>\n\n\n\n<li><strong>Incorporation of data collected in Arag\u00f3n Open Data <\/strong>through the <strong>analysis<\/strong> <strong>of the information extracted<\/strong> through the selected capture services and the<strong>analysis<\/strong> of the way in which data can be <strong>published<\/strong> through the Arag\u00f3n Open Data API.<\/li>\n\n\n\n<li><strong>Technical support in aspects of the Interoperable Information Scheme of Aragon (EI2A)<\/strong>\n for other possible proposals\/projects in progress of the Government of \nAragon that must structure information according to this scheme.<\/li>\n\n\n\n<li><strong>Testing<\/strong> to <strong>verify<\/strong> and <strong>validate<\/strong> that all functionalities defined and developed meet the needs of the Government of Aragon.<\/li>\n\n\n\n<li><strong>Deployment of<\/strong> the Big \nData system and infrastructure (software and\/or information capture services, databases \nNoSQL, web services, Big Data cluster for processing and storing \ninformation through the use of Spark technology, etc.) in \nITAINNOVA servers.<\/li>\n\n\n\n<li><strong>Transfer of <\/strong>the developments carried out in the \ninfrastructure of the Government of Aragon (AST) once the \nsystem deployed in ITAINNOVA infrastructure is sufficiently stable \n<\/li>\n\n\n\n<li><strong>Transfer of<\/strong> the system through the \nelaboration of a data plan report where it will be specified the way\n in which the collected data will be transferred, stored and managed, as well as\n and the requirements of the machines in production.<\/li>\n\n\n\n<li><strong>Dissemination of<\/strong> the system through the organization of two dissemination days to publicize the work carried out.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-presupuesto\">Budget<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>ITAINNOVA budget: 115.200  <\/li>\n<\/ul>\n\n\n\n<p>\nFor the performance of the tasks entrusted, the Department of \nInnovation, Research and University will allocate to ITAINNOVA the \namount of 115,200 (one hundred and fifteen thousand two hundred euros), which will be charged to the budget applications\n.\n<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>17040 G\/5424\/609000\/91001 in the amount of 40,050 and sufficient credit of the two applications.\n\nThis action is eligible for funding under the Program \nOperational ERDF 2014-2020, in the priority axis 2 of Improving the use and \nquality of ICT
